If a movie is released with new artwork, but uses the same UPC as the old release, should a new listing be made for the updated artwork?

Yes, create a new listing as it's different (artwork, release date, SRP, etc.).

Note that you may be unable to add an ASIN, the site allows duplicate UPCs, but not duplicate ASINs for the same country, you'll get an error telling you as much. BTW, I hate when companies reuse UPCs when they change the packaging or artwork in later prints.

Agreed, and then even reuse for another movie, horrible.
