Angry Movie frames skip help

Hey guys I play most of my movies on Windows Media Player , VLC and PowerDVD8 and while the movie is playing parts of the screen seems to be skipping frames. As if its loading each frame from top to bottom ... this happens in a split second. I'm not sure if its a fps problem or if its my TV or video card. Anyone have any ideas? Thanks

In order for anyone to help you we will need a lot more info. We need hardware specs, are u playing dvd or BD's, is this a recent problem or has always been happening. Everyone's setup is different so it would help a great deal to narrow down the issue if you provided more info.

Right. Give us more info about your setup like CPU, RAM, Video card (if you are using an ATI card, what version of Catalyst you are using), OS, what build number of PowerDVD8 etc....
