Why oh why is this film being released sans English subtitles?

No English subtitles because it's the Korean release with Korean subtitles. Eureka's releasing it in the UK with English subtitles.

Because it's intended for a region where they don't speak English. Buy an English-friendly version if you want English subs. There are plenty to choose from and more on the horizon...
