Is there a way to change your PSN name. and is there a way to turn off the game chat through my TV. i dont have a headset yet and im sick of hearing little kids squeal through my tv.

I wish. I wanted to change my PSN name from kotsedriver to bustablada23. Sadly, you have to make another account to do so.

Most online games should have a feature to mute other online players, but if you don't want to take the time to mute specific players, you can go to Settings > Accessory Settings > Audio Devices > Set Output to none. This is of course done through the XMB. This may solve your problem.
