Default Older movies region locked -Why ?

I don't understand why older movies (such as "The Towering Inferno") are region locked....(to region A).

Living in Australia and being region B over here, I have to wait until November to obtain this movie

Some like "Never Say Never Again" have been released on Region A (some time back) with no slated Region B release date (if it all)...

I can understand with "newer" movies the rationale behind this (as some region A Blu Ray's are releases at the same time that the film is still running in the cinema over here), but I just don't get it for the older titles....
