Bootstrap refers to a feature where the disc will check with an online server to see if there's any updates to the software in the disc (the menu software, games, etc). If the studio finds a problem with a disc after it's released, or decides to add more features, they can host new Java code on a BD-Live server. If your player is connected to the internet, it will download this new code, and run that instead of the code on the disc.

I've seen them do this already on the Terminator 2 Skynet Edition disc. There was at least one question in the trivia game that had the wrong answer. When I tried to show it someone a few weeks later, it was magically gone. I had to clear the storage in the player and disconnect it from the network so I could find the bad question again (obviously, it's still on the disc, so if there's no other code to run, it has to run whats on the disc...)

There might be a more specific definition of the term, but that's basically what the purpose of it is.

Rik
