Default Clarification on new XBox 360 restrictions

So an announcement has been posted saying that all XBox 360 discussion is limited to that one thread in the OT section.

Does this mean that if there is a discussion elsewhere about timeshifting solutions, and one discusses the 360 as part of their timeshifting solution, that they can be banned?

What if there is a discussion about Netflix streaming? Would one get banned for saying that the 360 is one of just a few devices that allow HD netflix streaming?

If one wanted to include the 360 in such topics, where it absolutely would be on topic, would they have to post their response in that one thread in the OT section, and then post a link to their response in the original thread?

Am I going to get banned for even asking this question outside of that one thread in the OT section?

It just seems a little overboard, and more than a little biased.
