I was confused about this. Does this movie have both part 1 and 2 combined? Those with region A players make sure to read the reviews about skipping past the PAL previews.

is region free, and contain both movies, is a internation release which is shortern version, still has all the action but cut the dialogue scene.

The review only mentioned region free on blu-ray players, but it's mentioned that they are unsure if it plays on region A PS3...

No, according to the bluray.com review linked above the item featured on this page with the cover posted at the review is the full uncut version, running 280 or so minutes. The cut version runs 146 minutes, that is, I believe for Red Cliff 1 and 2 combined. The review also states that the cut versions is available on blu too.
