Default Is there an URL where the BD+ Specification can be found ?

I want to get former specifications details from BD regarding this issue.

I've been reading several press releases, articles and analysis which are very confusing. It seems that all of them have access to one sight of the elephant only.

I want to reach my own conclusions from the main source which the specifications itself.

I would appreciate any guidance you can provide me to get to such source.

To my knowledge such a document isn't public yet, so there's a lot of speculation as you said. The only way to get access to such information right now is probably if you're a hardware manufacturer and you've paid some kind of licensing fee.
