Is there a way to create a shipping label on paypal without recieving a payment on paypal?

sorry i can't post an actual link. every time i tried, it would reset it back to the paypal home page for some idiotic reason.

Yeah it keeps resetting me to the account overview page. I found a couple similar links on a Google search and it did the same thing. Thanks anyways.
