Should all brand new BD's have a Security Label sticker?

I know this is a silly question to ask. But should I be worried if a Brand New Blu-ray does not have their security label on top of the case?

I bought a bash of Universal BD's at Best Buy today in the afternoon and when opening them I noticed all did not have their usual security label sticker that normally goes on top of the Blu-ray case. Unless someone used it and BB is rewrapping them? I doubt that be the case, but you never know. They do however have that brand new smell when you open a Blu-ray case for the first time and the inside of the disc looks all neat up. I was trying to find fingerprints on the disc and none have it.
