Default can someone please explane how interlacing works?

the topic came up here: https://forum.blu-ray.com/blu-ray-te...onal-4k-3.html a while ago and it left me confused. Someone in there said that something originally filmed interlaced could not properly be displayed on a Progressive scan TV, that it would always be 1/60th off. I am trying to understand why this is. If any gurus out there that truly understand how is stuff works could please take the time to unconfuse me, I would grateful.
