Visitor Messaging Banned Members?

How come the option to post a visitor message is disabled on banned members?

For instance, I would like to post a message on Mikejet's page to "Stop getting Banned!"

Banned members cannot reply to messages left in their profile. It would be unfair to receive visitor messages and not be able to respond or report them. You can post your message after the ban period is over .

no, he actually shouldnt have been banned, but suspended. Wrong usergroup
