They co-directed it, although there was some issue with the Director's Guild that wouldn't allow a co-directing credit. Tarantino directed the first half of the film.

Really? None of that is stated in the audio commentary. Rodriguez talks about filming the first half of the film and how he deliberately framed some shots the way Quentin would have, because he felt it was right. Quentin mentions how he noticed that, and never says that he directed the first half.

I could have sworn that in some interview they said that Tarantino "basically" directed the first half of the movie. Maybe I'm mistaken.

What I mean by a Tarantino movie is a movie where he is involved in the whole project not guest directing a scene, but it's his movie from start to end. If Paul McCartney sang Frosty the Snowman for a benefit Christmas album. Would the song, and the album be considered part of the Beatles music?

What the hell does Tarantino have to do with True Lies at all lol, True Romance he wrote though. He also presented the other films but did not direct or write any of them. He had a part in Sukiyaki Western Django and Desperado if you wanna include those

I think he meant "True Romance", not "True Lies". Tarantino had nothing to do with True Lies and he only wrote True Romance. Tony Scott directed it (which I think is obvious because of Scott's signature style).
