Pioneer VSX-1021k remote control question

Hi Everyone,

My Father-In-Law recently purchased this receiver and I was asked to set everything up for him. When using the tuner, I can't get the remote to toggle through the radio station presets that I've created. I've gone through the user manual extensively, and it should be a pretty straight forward command. It seems that none of the commands on the remote in blue font are working for me. Is there a button or some setting that triggers the blue font commands on the remote to take precedence over the commands in white font?

I'm sure this is all clear as mud. Any help here is appreciated.
