You're right. Looks like twitch is a stream only service. Though it was an upload thing like youtube.

I like the idea of Twitch though. It'd be pretty sweet to tune in to a friend and check out a game that I was considering buying. I know we have a plethora of options to view games now with the various Internet streams and YouTube, but chatting with a buddy while he's playing the game will give me a much greater sense if it is something I want to pick up for myself.

Ustream, Twitter, Facebook and now Twitch are the announced SHARE services so far. One of the DriveClub devs and Mark Cerny have mentioned YouTube for uploads too.

For the record im getting both systems so please dont kill me. On twitch.com you can watch matches. Watching cod matches people are playing on the xbox 360. You can tell when they bring up the xbox menu. Is it pre recorded and uploaded? Are they doing this on the ps3 as well. Im curious as im getting a ps4 and wonder what this announcement really means

Most Twitch streamers hook up their console to dedicated capture hardware or use a capture app on PC to stream live gameplay.

PS4 and Xbox One have built in recording and streaming capabilities.
