What Kung fu movie is this - one of the goons is a nerd-looking dude with round glasses with mega-fast kicks. I thinks it's an 80s or 90s martial arts film.

I was originally going to ask if there has been a bunch and the Police Story 2 villain was another I was trying to think of. But there is another one - I think he had short balding hair, round glasses. I think he just calmly slinks around the main villain until this nerdy goon has his fight scene at the end. The audience is not sure what he is to the boss until this fight scene. Had he not fight, he may be perceived as the boss villain's accountant. It's an unexpected surprising scene because he's suddenly so fast.
