Synchronizing audio and video

Hello,

I often add new dubbing audio tracks (for example German dubbing) to the English audio on my BDs. Sometimes the audio matches the video perfectly, but many times the newly added audio is not in synch with the video (due to different studio logos, etc.). Is there a special PC application that can be used to exactly sync audio and video? I know you can adjust the delay in ms with the trial and error method, but I am looking for an application that solves this problem on the first try. Perhaps a professional video editing software?

I am currently using tsMuxer to demux the desired audio track and then remux the audio and video tracks, and although I never used the function, but I think you can adjust the delay in ms in tsMuxer as well. But this is a trial and error method, I guess.
