Basically it sounds like it's title. What movies that are PG-13 but still show stuff that would normally be in an R-Rated movie.

For example:

In The Fifth Element, when the 2 priests are talking after the one apprentice has brought Leeloo clothing, and she's dressing in the background, I'm not sure if you're supposed to see it clearly or not but you can still see Milla's breasts clear as day.
