According to Walmart.com, it's 44mins long, more like a TV Show episode special rather than a sequel.

You're probably right,i read up on a lionsgate press release this will be the first in a series of Alpha and Omega films for the home market.

Returning in the lead roles of Humphrey and Kate are Justin Long and Hayden Panettiere. Also returning to the sequel are Danny Glover, Chris Carmack, Christina Ricci and Vicki Lewis. New to the film series are Jane Lynch, Ed Asner and Aziz Ansari.

Especially if the original producer/director makes it himself, hasn't had a hit since then, and....has a lot of spare time on his hands.
Or, sells off the expired public-domain rights to someone else who thought it was a real movie and wants to market it himself. With Richard "Black Cauldron" Rich, either one is distinctly possible.

(What, you think some higher ruling committee decided it needed a sequel?)
