I couldn't care less literally means just that, so actually saying it to another person means you could care less, or you wouldn't have said anything at all. I'm not arguing the meaning of the actual phrase, I'm arguing the redundancy of saying it aloud, especially if you tell someone you couldn't care less, yet keep talking about it. I'm right about this.

"I could care less" is incorrect, as it's a contraction of "I could care less but I'm not going to" or words to that affect, people have just stopped using the bit on the end. "I couldn't care less" is the correct term. The other one contracted is just wrong! Both phrases convey the same sentiment when used correctly.
