In its earnings report for the fiscal quarter ended December 31, 2013, Ubisoft briefly confirmed Watch Dogs' release window following a delay last year. The open-world game is set for launch sometime between April and June of 2014 for PC, PS3, PS4, Xbox 360, and Xbox One. As for Wii U, it's not canceled as had previously been rumored, but it will be coming later.
"We made the difficult decision to further delay the release of Watch Dogs on Wii U to focus the team's resources where they could have the broadest possible benefit for both our customers and Ubisoft," explained CEO Yves Guillemot. Poor system can't catch a break.

NEWS (October 15th 2014) : GAME HAS BEEN DELAYED UNTIL SPRING 2014

Our ambition from the start with Watch Dogs has been to deliver something that embodies what we wanted to see in the next-generation of gaming. It is with this in mind that we’ve made the tough decision to delay the release until spring 2014.
We know a lot of you are probably wondering: Why now? We struggled with whether we would delay the game. But from the beginning, we have adopted the attitude that we will not compromise on quality. As we got closer to release, as all the pieces of the puzzle were falling into place in our last push before completion, it became clear to us that we needed to take the extra time to polish and fine tune each detail so we can deliver a truly memorable and exceptional experience.
We would like to take this opportunity to thank all of you. We thoroughly enjoy and appreciate the way you respond on the web, at events, press conferences and other opportunities we have to interact. Your passion keeps us motivated.
We can’t wait to see you in Chicago next spring. We are confident you’ll love this game as much as we love working on it.

News (9/27/2013):
How things change in a year and a half ...
At E3 2012 Watch Dogs and Star Wars 1313 were among the most discussed new games, and were heralded at the flag bearers for the upcoming "Next Gen".
Fast forward a year and a half later, and 1313 is no more (along with LucasArts), and Watch Dogs is raising eyebrows left and right between videos that are viewed as "downgrade compared to the reveal" and now a pretty harsh look at performance vs graphics with Ubisofts' last interview:

Watch Dogs will run at 30FPS on PlayStation 4 and Xbox One, creative director Jonathan Morin has told VideoGamer.com.
"Right now the frame rate we're focussing on [is] a steady 30[FPS]," said Morin speaking to us at Eurogamer Expo this afternoon. "There's always a balance, especially for open world, between the simulation and the rest.
"I think for where we are, the most important thing is the steadiness and [ensuring] that it's always capped the same so when you play it it feels right."
Despite confirming the frame rate, though, Morin could not confirm the game's native resolution on next-gen platforms, claiming that he didn't know whether the game would run at 720p or 1080p.

It is a little worrying that the game does not have a fixed resolution about a month before it is set to be readied for gold status, before mass duplication and shipping... and If Watch Dogs ends up in 720p/30 on Xbox One and PS4, with the recent rumors that have floated around parity, oh boy...
The internet just might go up in flames.
It is to be noted that Ubisoft insists that there hasn't been any downgrade in the game quality since the E3 demo. The infamous Aisha Tyler video was supposed to be a fluke release of unfinished code.
If indeed all the videos/ demos have up until now been on PC anyway, we would be hard pressed to be able to compare anyway.
