Thanks to forum member Jacques1400 in the Best Buy Forums for finding this;

Best Buy Canada seems to be showing the artwork for the Steelbook however title and description makes no mention of it and doesn't say whether it's an exclusive or not.

Also their price is still $2 higher than getting it shipped from intl.target.com.
