Well, this was inevitable. When Japanese manga publishers started expanding into the U.S. markets with Viz Media and Kodansha Comics, Japanese movie studios were likely to do the same. Variety has announced the news that Toho will be expanding into the United States with a movie studio. While the article linked below doesn't go too far into discussing if it will mean the end to Legendary's licenses for Godzilla, it does beg the question, who is better equipped to handle the Godzilla film rights in the United States.
