Why are there so many Blu-rays getting re-released, not 4K, when there are so many movies that have never gotten the upgrade.

Because the ownership changes hands, anniversaries, and of course money.

Because many collectors are willing to buy a title again if it has new art, a slipcover, steelbook, digibook, etc.
