Anyone have any info on this new release? Specifically, is it Region-free and does it have forced subs?

Yes, it is in English, but it definitely has forced French subtitles on the English Audio.

I should add that it's Region B only, fabulous picture quality, it's a G1 sized digibook, unfortunately all text is French, but the colour plates and photos in the 90 page book are terrific. All in all, several positives and negatives.
