lack of "A" list titles?

Why the lack of "A" list catalog titles?

We are getting a lot of "B" and "C" catalog - seems the studios will license these films out - but they aren't licensing the "A" titles or releasing them themselves?

Especially Paramount Pictures which is sitting on many "A" lists films from the late 70's - early 80's
