I notice this is now listed at Amazon.de, but if my German is right, Invisible Agent and Invisible Woman are only on DVD, not blu. Why would that be?

That seems to be accurate from the look of the discs on the Amazon listing. As strange as it sounds, those are the only two titles that don't have "Invisible Man" in the title. Maybe that's the reason?
