Amazon selling used movies as new?

This is twice in one month that I have received a movie from Amazon that has been used but bought at "new" prices. Never had an issue with them before but I received Girl On A Train in that reusable kind of shrink wrap and it was even missing the digital copy code. I got a replacement sent out so didn't think much of it after that. Well I just received Lone Survivor 4k in the same fashion...that cheap looking plastic, no side sticker and the case is scuffed all to hell under the plastic and looks to have been used. Anybody having issues with this as well. Haven't yet contacted them about this one yet...they will prolly assume I'm lying since it just happened with another one.
