If the release date is already this week, I doubt it's available anymore as a pre-order. I think they only do pre-orders through a local retailer.
I've asked around about their sold out edition of Vertigo, and I'm not able to come up with anything.

They have an Ebay page where they were selling internationally, but this isn't listed. I don't know if it ever was. Looks like we just can't get this stuff.

For these very limited WCL release, normally will sold out quickly in mainland China, so there don't have any stock for international selling.

The situation for Diskino is that there are so little people in mainland China still buy blu-ray rather than download films on internet. Many exclusive releases done by themselves (Crazy Racer, The Painted Veil) limited to 500 set can't sold out, making them lost a lot money. So they start to do these very limited releases to 100 or 120 set. (Even in this situation, there are still many copies of WCL's release of Mr. Smith Goes to Washington left.)

As I said before, they don't have a proper way to sell it internationally, that eBay store is probably the only way now. So if anyone would like to help them doing a group buy, everything will be better. If that happens and they can sell more, they could have the chance for some never before released titles.

I would love to get that dog day afternoon movie. I also sell alot of movie on ebay and I would be willing to purchase alot of copies to help others out on this forun. How do they present the limited numbering? Is it foil embossed on the fullslip or on a sticker somewhere?
