Disappointing this one hasn't hit blu-ray yet. I guess Warner Bros. or one of their distribution companies own the rights to at least the theatrical version, as videos of the movie have been taken down on YouTube due to copyright claims by WB. I'm hoping with the new Warner deal with Shout! Factory, there may be a chance it finally gets released. Shout! would be the only company likely to release it here in the States, so I'm hoping. As for the original TV version, I doubt it 100%. It's only ever been released on VHS, and the bootleg DVD version released by Cheezy Flicks that was pulled soon after release looks pretty rough. At least with Attack of the Phantoms, it had an official release on KISSology vol. 2 and looked really clean, anamorphic widescreen and appeared to be a new scan as well. I'm pretty confident the film elements for the TV version no longer exist, at least in HD, but with AOTP there's a small glimmer of hope
