Default Will the 4k UHD format make restorations obsolete?

I've been buying various video formats for years. The resolutions change, the sound gets better with each new format that gets released.

But one thing that hasn't changed over the years is the requirement to re-re-release movies because the methods of putting analogue video onto a digital format are forever changing. This inevitably allows a format to shine that much better than it did in its infancy when the studios just rushed out discs to the punters.

So my question comes in 2 parts.

1) If the 4k UHD version of a movie is released first, will it be the ultimate 4k version that you can buy (Ever)?

2) Once a 2k/4k restoration of an older movie makes it to 4k UHD, will that be the best ever its likely to be?

Therefore putting an end once and for all on all further restoration work on that released movie and no further releases required.
