Anyone know what movie this is?

Hey guys, a friend of mine was telling me about a movie the other night but she had no idea what it was called and apparently it was a long time ago. The premise is about a man who kidnaps children and when they turn 13 he removes their hearts... she also mentioned something about the children being lined up around a house like a fence.
I've googled but can't find anything!
