Default ARC incompatibility?

I have a new Vizio TV and a Samsung soundbar connected via HDMI/ARC. It sounds great. When I turn the TV off, it powers off the soundbar. When I turn the TV back on, it powers up the soundbar, but it is NOT connected. I have to use the remote for the soundbar to turn it back off and back on. When I power it up separately it connects and works great. Any ideas on why that would happen? It's so annoying, I'm thinking of just using an optical cable instead, even though that is an inferior connection.
