Shout Factory is the digital distributor for the Ghibli titles on behalf of GKIDS, which means the Ghibli films won't be Movies Anywhere eligible. It's very unlikely Shout Factory will re-release the Blu-ray releases with digital codes given that most new Shout Factory releases don't include a digital code even when Shout Factory has made the film available digitally.

Guess Apple TV/iTunes Movies (which supports multiple audio tracks for a single title if provided by the studio) will be best for most fans in terms of having both the Japanese and English audio tracks. Although a Apple TV app may not exist for Android devices, at least now Apple TV is available on Roku, Amazon Fire TV, and other smart TVs. The Apple TV app on Roku and Amazon Fire TV does support changing the audio track on Movies purchased from iTunes Movies.

Update: Apple TV/iTunes Movies preorders are live. The English dub is default on the titles and is the only version that can be downloaded, while the Japanese audio with subs is only offered through the title's iTunes Extras (streaming only).

Unfortunately, the Japanese Audio won't be available on non-Apple devices (Roku, Fire TV, Smart TVs, etc). iTunes Extras are only available on Apple devices.
