No, "What An Institution" was a tagline / subtitle that appeared on posters for the film in international markets including the UK, which is why it's on the cover of the blu-ray because that was a UK release.

What an Institution is the first film's tagline.

As for my fave of the franchise, it's Citizens on Patrol.
It ran regularly on HBO growing up and it's the funniest since the first one.

I liked the first film the best in all its R-rated glory.

Exactly this.

The series really suffered with Mahoney, Zed and Sweetchuck disappearing.

The other main characters also became caricatures of their former selfs and barely used.

When Guttenburg left the series went downhill which was after Citizens

The first four are the best. I just can't get into 5, 6, or 7, but that's probably because I haven't re-watched them for a while.

It's no masterpiece, but the first one is clearly the series standout.

Each sequel became more and more puerile with the last one virtually unwatchable.
