Default Standard for naming non-English releases?

When editing a release, the tooltip for "Title" says:

For foreign BDs use the foreign title first, then the English title within parantheses (), this will display the original/local country name as a subheading and make it searchable.
But the vast majority of releases on the site do the opposite: the English title is listed first, and the actual title on the release listed in parentheses (or sometimes it's not listed at all). Are all those entries wrong? Or is the tooltip wrong?
