Jim Carey. It really is no contest. Of the ones I've seen anyway. The actor nails the Riddler. Frank is good, but John stinks. I didn't see Gotham so I don't know about him. As for Paul, he wasn't even the Riddler. There was no costume and the only thing that gave you a clue to who he was is the riddles. Which is a joke. That movie was good, but the villain was lame. If it was a new villain it would have been awesome, but to ruin a cool, classic villain like that was low down. It's worse than the way they handled the Mandarin.

I'm not sure we'd know who the Riddler was without Frank Gorshin.

Jim Carrey went on record once, saying that Gorshin was one of his inspirations for his own portrayal of the Riddler. Personally, I think he took what Gorshin had done, and just made the character a little more psycho.
