Default Help with Movie- late 60s/early to late 70s

I remember watching a film on Starz in the early 90s that I could never figure out. It was broadcasted and followed by the film "Whats New Pussycat". I remember a scene with a man with semi long brown hair walking past a prison cell hall/ large corridor and a large group of women shouting at him from behind prison cage doors. Or maybe he was the prisoner and the women were at his cell door? The movie had a Giallo/suspense vibe and it looked like it was filmed in the late 60s through late 70s. I remember there being a woman who was looking at him from a balcony. I believe this woman was a villain in the film. Any help would be appreciated. I seem to remember the name "Alice" or "Mary" but I could be getting this confused with another film. The film looked like it was shot in Europe.
