For the most part, yes it is. I wouldn't call it Ultra-Rare, but it's still pretty Rare. If you do find 1, it might be way overpriced though.

I just found one of these used at FYE over the holidays in near perfect condition. I think it was $27 after my 10% discount. Haven't even tried the game yet but the case is sweet.

I don't know maybe Italy has something similar, but this particular one is the U.S. version. Plus it has the ESRB T rating on it.
