Default Computer/video games that didn't happen

I could swear there was an existing thread about the planned video game that I'm using as the foundation for this thread, but have done a post and thread search and couldn't find anything.

What is the full story regarding the planned Dirty Harry video game? When I read about it it sounded very promising. Then the next thing I heard was it had been scrapped.

There was supposed to be a Universal Monsters game for Amiga and AtariST in the 90's. A demo was released, but the full game never turned up for some reason.

According to Unseen64, WB abruptly pulled the license away from the original developers without a clear explanation, then tried to restart development under another studio until they finally pulled the plug.

The big one I want to know about is Mega Man Legends 3, and I guess by extension the big rush of Mega Man game cancellations around 2010-2011. I really don't understand what was going on at Capcom at that time.
