Default Most tragic/sympathetic Bond villain?
Trevelyan, King and Silva are the three I can think of who are not one-dimensional. Not that there's anything wrong with that (I enjoy the vast majority of the Bond villains) but these three can be singled out as unique in this respect. Also of note is that all three were screwed over in some way by MI6.
