Looks more like a Taken sequel. Like you say, aside from that one moment at the end it doesn't really seem to have any connection to the largely terrible Ice Road. Liam looks ancient, & hell, he's even lost his toothpick - which as far as I can recall was his sole character trait in the previous film.

This doesn't even feel like the same character. He suddenly has a very special set of skills.

In the script he doesn't even have a name so the studio could be flexible about the movie. They had to settle for Ice Road 2 after Les Miserables 2, Love Actually 2, Ted 3, Taken 4 and Men in Black 5 got rejected.
