I would personally consider Kaiju movies to be their own genre.
It definitely fits more in Action and Sci-Fi though.

Monster movies are associated with horror. I consider Godzilla a horror icon even though I see the films more connected with the sci-fi genre. I do love it when a Godzilla film pushes heavier on the horror element though, like Shin Godzilla.

It's like how Rotten Tomatoes considers King Kong the greatest horror movie even though it's more of a adventure movie. Kong is one of the great movie monsters, like Dracula and the Wolfman.
