Tokyo has more people in it than some US states, and many of the beaches in Japan are too dangerous to swim at (riptides, stone/jellyfish etc), so parks like that are often the only option

lol, I think China is the major population contributer. Observation on the fact that the pool was .......well as us Amaericans put it, Over Capacity!!!

I think with that may heads, a lifeguard wouldnt be able to save someone in time, especially if they were in the middle

Easy. Just walk on heads until you get to the person in trouble,pull them out then walk back.
