Does anyone know if this exists in the US?

I'm pretty sure that it's "Registration", not "Orchestration".

The concert is Orchestration. He took the songs from Late Registration and had a live orchestra in the background playing the music.

I found this link, says it will work worldwide. What do y'all think, would this be a safe purchase to work on my PS3?

To buy within the US, I've fond a store at the link below that you can buy it from. Kind of expensive, but it is an Import, and says it will work worldwide and also confirmed by someone above. As soon as I get confirmation from the store that if I buy it and it doesn't work that I can get a full refund, I'll go ahead and buy it and let y'all know if it worked.
