I get the feeling that articles like this use the term DVD interchangeably with BD and UHD 4K.

Yeah, I surmised that as well since most of the general public assume all physical media formats fall under the term "DVD". Even the people I know who don't collect physical media and just get everything downloaded or streamed ask me where is the sense in collecting dvds.

Physical media is pretty much a collector's market these days. But it is not DVD, it is the hi def formats that are desired.
