Are Blu-Ray dvd systems region encoded?

yup it has the dvd region encoding and also Blu-ray region encoding(region encoding is different from Blu-ray to dvd)

Can the players be unlocked using a code as you can with normal dvd players?

The LG BH200 can, all others dont have a known hack. You can buy a BD rom drive for a PC and set it to region B

Yes and manufacturers are not permitted to market region-less players.
