I imagine it's a combination of DVD sales numbers, and whether a film can also be sold in other territories, since a majority of WB catalog titles that get regular release also get sold/marketed in the UK, Germany, Japan, etc., while the Archive titles are marketed to the US only (they don't include non-English audio/subs), though all are region free for those that import from outside the US and are OK with just English assets.

I had seen a repertoire 35mm print in the past year, having never seen it before. Great movie, will definitely be picking this up on Blu!

Great to see another 1930s classic on Blu-ray! I always think of NINOTCHKA as just one more amusing 30s romantic comedy, and then whenever I watch it I remember how magical it actually is. Still, I think I actually prefer the 1957 musical remake SILK STOCKINGS (which I'd expected to hate before I got around to watching it), and really hope that one also gets a Blu-ray upgrade soon! "Glorious Technicolor, breathtaking CinemaScope, and stereo-phonic sound!"

Both are far and away better than Iron Petticoat -- another remake of the same source material and also out on BD.
