Theatrical cut is on UMD and DVD, guessing they figured blu-ray collectors would want a more definitive release. I remember considering getting the extended DVD thingie but jeez it was like $30-40 at the time, pass.

Rewatched the Complete version recently in Japanese and English. Forgot how epic and amazing this movie is, especially this version. I do have a few thoughts after having rewatched this on my 4K TV:

This needs a 4K re-release with a new master of the film. The newly added scenes especially look their best, rendered at what's seemingly at a native 1080p. Other scenes from the original cut seems to be upscaled, some to poor results (it's not like they lost their original assets is it?). A lot of noticeable aliasing while other scenes having very poor pixelation. I'd imagine this would be a 2K upscale if it gets a 4K HDR treatment, which I'm ok with. I just want the entire movie to be consistent with its visual quality on a 2K scale.

Select characters needs a redub for the English version. It's not necessarily the cast at fault for some lines delivered at such a flat and unfitting way. I think a lack of a good voice director is what it is. Tifa especially - I'm yearning for more assertion when she speaks or grunts during her fights. It's very unconvincing of her with the end result. If ever this gets a 4K re-release, I'm hoping some of the new voice cast that took over the VII Remake will take charge (Tifa from the trailers sounds like the English Tifa needed).

I was looking on eBay and see that the original release is going for as low as $7 and as high as $130 with most selling for about $50 sealed and $30 opened without the slip. Anyone know why the heck this sudden became so valuable?

FFVII Remake came out and interest went through the roof again.

That's because it sold out on Amazon's end and people were panic buying it during the hysteria in April out of fear it had actually went out of print. There was an influx of panic buying for many things, especially with so many people stuck at home at the time. Prices on a lot of movies and games soared. As we can see Amazon can still get them so they're not gone or out of print, or don't seem to be.

I kept tabs on it a bit and the price fluctuates as new copies trickle back into circulation. it'll go high, then low again, etc.
